Another's phone number no longer works, and another seems to want $1000 flat rate plus fees even if the tenant moves out on their own accord after the notice to vacate is served and we never even have to file a case.Can anyone recommend someone to handle this?

If you are told by seller of a bad tenant, or you just want it vacated, you can stipulate the unit(s) be vacant at close or notice given (in CA they get 60 days notice so they may not be out by close date) but that's the seller's task.
