We used a ARM loan through New England Federal Credit Union which required 5% down as I had a difficult time finding an FHA lender that would be willing to loan the money with the ratios I was working with for the owner occupied duplex.

If this helps (I've had birds, including finches, canaries, a sun conure, a blue and gold macaw and currently have a rescued african grey), Eclectus tend to be less loud than other parrots (that sun conure was great for a hearing impaired person!)
