I would try to get in person to chat with people in your local municipality to see if there are any work-arounds, exceptions, etc.

Many times strange visitors to the property would knock the wrong doors and wake neighbors up in the middle of the night - my immediate neighbor has videos of that ..the cops have been here many many times..And the list goes on...
