On paper it is a 2/1 but since we owe the house we have put in addition room downstairs therefore the house would be 3/2.  

Replacing toilet flappers and fillers during a turnover is cheaper than a maintenance call, and if you are paying water cheaper than not finding out there is an issue until a bill comes due.

Our maintenance operations are similarly "disconnected" and are mostly handled by having tenants call in or email in requests and then we dispatch out the individual requests to different handy men or vendors, repairs/work orders are mostly tracked via a "paper process" so things sometimes fall through the cracks.
