If it was out of area or I didn't want to be a landlord, I would lease option it to a tenant-buyer and designate in the option that it can't be purchased until month 13.

That's completely absurd and I'd think twice before including that in any lease, as I would think most courts would see that type of ultra-restrictive clause as a form of landlord harassment.Legal issues aside, Landlords who stick clauses like this one into their leases are just asking for trouble because nothing says "respectable landlord-tenant relationship" like completely draconian rules that are designed to increase rents and just piss off the people who are renting from you.

Unincorporated areas for example can be free & clear or there can be zoning designations within city limits like multifamily that may allow slightly different applications of the regs.

Hate to call you a liar but there clearly are inaccuracies in this story.In the same way that "Chicago" doesn't refer only to the tourist area by the waterfront, museums and downtown, the term "Los Angeles" can refer to the entire LA Basin, "Downtown LA" (the tiny little blip of tall buildings where all the freeways merge), or the metro area designated as "City of Los Angeles".
