Permit to add a closet?

Hi All, 

I have a room that is not listed in the county as a bedroom. My property shows as 3 bedroom but it really has 4 rooms. My understanding is that its listed this way because the 4th room does not have a closet and hence not listed as a bedroom. Can someone explain to me the process of converting to a bedroom and then reporting it to the Los Angeles county?
