I have found that imposing penalties on either the Contractor or home owner if the project is delivered in more than 6 months motivates everyone to work more closely and get the projects done on time.

In order to protect economic stability in such a hot vacation location there is extensive and strictly enforced leasing restrictions on the majority of SFRs and condos so AirBnB is not an option for many owners. 

Right now things are tight, lenders are more restrictive and conservative.

If your tenants cannot pay rent because of the coronavirus, and you want to evict, and there were no restrictions/courts were running -- what do you think would happen in court?

First step is to discuss the project with the planning and zoning dept to find out if you can build and what the requirements are like setbacks, lot coverage, height restrictions, parking requirements, permits required, permit fees, impact fees, proffers, utilities costs, sidewalk curb and gutter requirements if any etc.

If, after you speak with your attorney, he/she says that they cannot break the lease, I strongly recommend that you impose financial ramifications for their decision.

Most conditions and restrictions that apply to pets do not apply to service animals or emotional support animals.You can ask for documentation or a reasonable accommodation form from their health professional for proof.

I have had to put a limitation in our leases on how many cars the tenant(s) can have even if house is on a regular street and create a restriction on not parking on the lawn or unpaved areas and can't park construction trailers onside unless in back yard.
