If they are paying their rent, aren't they free to keep their residence as they see fit; so long as it does not cause damage to the unit or infringe upon other tenants' rightful enjoyment of their individual units?

Does an out of state individual have to register to own a property in IN?  

It's ironic how they pass legislation to make companies and individuals take the financial hit, but they are not willing to "share the pain."

with her, I would suggest you do the same with this individual and do a deep dive into their finances and employment prospects and see what can fit.The bottom line for me is that I see this getting far, far worse.
