I was semi lucky that I have a lot of sand and just starting the winter planting season so I was able to hand broadcast winter grass seed right before a rain and have nice green yards quickly. 

I love cutting grass, so that is basically free, and my mother is a relator.... so most I would be paying out of pocket is 3.5% or about 8k.

He said the kids keep the grass cut and thought the home might be in probate.

Cut out stumpDriveway - I'd clean up the driveway- not sure if it needs only sweeping hard to tell with grass in the driveway-First appearances matter.Front porch and front porch covering- not sure what that is on top but power wash.Living room- Carpet or depending on what floors look like underneath- If wood I would leave wood depending on condition, if not wood carpet- Strip wall paper off walls and nuetral paint- Not sure about the panel.Kitchen- I'd concentrate most of my money here- Tile the floors or if nice wood in the living room then I'd just extend the wood floors into kitchen.

Ernie, Find out the rules first so you know what recourse you have, find out exactly what they can be fined for (grass exceeds a certain height, rules on refuse, old cars, etc.), how to file a complaint, then try the neighborly route first -- they could be elderly, recovering from illness or injury, etc.

All of the grass and all of the extensive and beautiful flowering plants were dead.
