Recommend checking out Pontiac or Hamtramck before Detroit - unless you are really familiar with Detroit and all its risks for rentals.If you want to stay in the 'burbs, check out Hazel Park, Oak Park, Warren, Eastpointe and Harper Woods.

Check out Paula Pant's "Afford Anything" podcast, she answers listener questions in great detail and you can probably find one or more episodes very relevant to your situation.  

One thing you can do is to check out the contractor's other ADU builds, you can see the quality as well as ask for permit and final approvals of those projects to verify.Good luck!
