@Matthew Mckibben the ordinance you are referring to applies only in Minneapolis at this time.

I'm an investor and real estate agent in the Springfield area and if the duplex in on the MLS, I may know which duplex you're referring to. 

That said, neither of the ones I use were referred by wholesalers. 

@Christopher Prince-Barry  MUST Check many references over the phone and in person, and don't always go with the cheapest option, I only read online reviews and went with the cheapest option and I was no left with even a bigger mess on my hands.

I would also find a Realtor and ask them to refer you to lenders that are easy to work with and have great rates. 

Often there is a clause referring to purchaser's failure to qualify for financing.
