If the government worker banks with one of a number of banks/credit unions who specifically cater to government workers it does appear that a number of them are offering 0% loans to those affected by the shutdown.It's really the contractors who get shafted by this.

They figured out long ago the money is in franchising and charging royalty fees on gross sales, commissary mark ups for food, re-imaging packages to sell, advertising fees, owning the real estate and leasing it back to franchisees, etc.
