here is a picture of some of the stairs, they do look broken... but unfortunately they are. i have use the grip tape and it came up very quickly, i used the paint with the grit but that wore away in one winter (see right side of picture) and i currently have some rubber treads screwed down to a different set but the have warped and now they are a tripping hazard.

I would stay away from HOA's as any time you put money into someone elses pocket there is an opportunity for power trips and greed to take the money and run leaving the residents in a tight spot.
