If the deal you are trying to fund is a great deal, you should be able to find a partner willing to take the second lien position in return for some kind of payment (which could be structured numerous different ways).

I've got a tenant who is claiming a health risk (due to mold/respiratory issues) to continue living in my rental, despite a mold test that came back negative/normal levels.  

These issues are not a safety or health concern, so it's not required by law to be rectified in a week, correct?
