You are far more likely to find a mentor through in-person networking and building relationships.

Lots of older buildings with good bones.

I have no desire to build an empire.  

We (an OH LLC) are trying to purchase a three-building portfolio from another LLC using seller financing.

Other times they go from house to house in a neighborhood and solicit homeowners to get projects replacing roofs.  

Quartz makes sense for a high end unit/ fancy neighborhood where you can and will attract tenants willing to pay more for them.Repainting is often a no brainer, but could be based on the current conditions as to whether or it is needed.I agree with Melanie on researching the washer/dryer comps. 

Remember, building good relationships with agents is key in real estate, and being persistent yet respectful can help you in the long run.
