I'm not saying there are opportunities like this for everyone, but I want to encourage you to take big steps toward your goals where you can see immediate impact; if your plan is to go to school to find a job unrelated to real estate so you can get a small increase in pay to be able to grow your portfolio a little quicker through the traditional route, I'd have to say it feels like a waste of time.

Given the property is a significant portion of your mother's estate, it is important to mitigate as much as possible the tax liability and impact so as to not to reduce your mother's estate nor negatively impact her current and ongoing lifestyle.

Maybe have your PM request forgiveness based on the impact of COVID-19, if that applies. 

Great that the fed gov't "allows" something, that doesn't meant he private sector WANTS to do it.This will not really impact anything, big picture. 

If tenants are not paying any rent and there are services you can decrease (ie garbage removal every 10 days instead of once a week) to cut some costs and NOT impact their quality of life, then do it. 

Not sure how it works in Canada, but in the US these laws provide liability relief for entities that own brownfields but had nothing to do with causing the contamination in the first place, or that are located adjacent to brownfields and may have been impacted by historic contamination from the brownfield.
