In regards to the regarding of the soil, I have seen the costs that the HOA incur in the 5 digit range (for large properties) because of the liabilities of it being done incorrectly where it ends up damaging a neighboring property.

Hi Devin,Of course there is a catch... no matter who says what, the system will cost money and so will the installation and someone has to pay of it... either up front, during a period of time or at the end.If you are not paying for it up front then when you turn around to sell the house the buyer will have to pay for it and this has caused a lot of buyers to lose interest.

If this is the case, I assume there is a mortgage and one rule with banks about accepting a short sell price is that both parties do not know each other.As for the financing, you need a bank or broker for an investment loan or if there is 40K in damages, was it a fire or closed to condemn and requiring a rehab?

They won't loan on any property that has damaged unless it was something like a property that only needed painting or new carpet.
