Or they think if they and their sister inherited the property and the sister passes away so it is then all thiers, when it may very likely go to the sister's children or spouse.Ask questions to see what is going on e.g. did she inherit it all or with her sibling, etc.

Now if they put an exercise bike in front of the door inside their apartment from time to time that's isn't something I would police but if they put furniture there I ask them to move it.
