If meter continues to spin, there is a leak in the main line;- Then turn off all fixtures (they'll be open if the house was winterized), turn on water at entry-point and at the meter, and have one or two people in the house to verify that there are no major leaks when the water first comes on;- Once the water heater is filled, the meter should stop spinning.
