Bank delaying turning utilities on for inspection
The electric is on, but we are having a lot of trouble getting the bank to call and turn the water on for the inspection. The bank is very disorganized, and realtor has been trying for 2 weeks now to get them to do it. They claimed a couple of times that they had called, but it turned out they didn't.
What would you do in this situation? Go ahead and have the inspection without the water turned on or continue to wait? Back out?

Certainly it wouldn't reflect well on you if that were to happen...
But, this can be avoided by carefully testing the plumbing before turning on the water:
- First turn off the water at the entry-point to the house, and then turn on water at the meter. If meter continues to spin, there is a leak in the main line;
- Then turn off all fixtures (they'll be open if the house was winterized), turn on water at entry-point and at the meter, and have one or two people in the house to verify that there are no major leaks when the water first comes on;
- Once the water heater is filled, the meter should stop spinning. If it's still spinning, there's a leak somewhere.
Depending on how fast the meter is spinning, you should be able to tell if it's a major leak or a minor leak. But, any major leaks should have been caught by this point.
