You can use bait stations around the home (make sure kids and pets can’t get to the stations) that will feed and eventually kill them outdoors.Once they eat the bait it makes them thirsty, mix the two (water and bait) and it’s lights out within a couple of hours up to a couple of days.

Most landlords have periodic inspections of the interior of the units built into the leases to check for cleanliness issues, water leaks, mechanical systems,etc.Expecting tenants to change lights, change air filters, make sure connections are properly hooked up is a long shot especially the further you go down the tenant quality ladder.

By the time you get complaints, I think the problem is big enough to warrant #1 a warning and tell the tenants more than one unit has complained, #2 a fine (my lease has a stipulation that any HOA fines get passed on to the tenant) and #3 get rid of them.
