Being conservative is probably key seeing as you're not here and there are so many unknowns to deal with (you're probably not going to want to do anything opportunistic where you meed value add straight away unless you have a strong personal connection to a contractor here - we can probably help there, but obviously that's your call).

I would be willing to pay them to leave also in a cash for keys scenario. 

Key ways you could do that are using your own money, or private money at a good rate, or working as your own agent.

We talked and I inspected property with a key I believe he sent prior to payment, we exchanged money and papers and I was supposed to get a corrected deed to said property.

The key is to get good at raising the necessary capital to complete your projects. 

Until recently it just sits there until enough accumulates to fund the next turn-key investment.
