It's a fantastic resource and a huge bargain.

I'll double check the rental rates - if anyone has any recommendations on best approaches to researching actual rental prices in any given area, that'd be fantastic.

Unlike other development deals I'm working, this one currently has $900/mo gross rents coming in while we go through planning/permitting to more than offset taxes/insurance, which along with the fantastic location is why I particularly liked it.

Appreciation is fantastic, but just cannot be reliably predicted except, perhaps, in markets where new supply is hard to come by (NY and SF are great examples as you pointed out). 

Simple in theory and if executed well can be a fantastic way to build a portfolio.

I've had no problems cash flowing rentals in this area and the appreciation has been fantastic.
