I had no idea about the new highway, I know there are new-ish commercial developments North of Pueblo, above downtown, which always attracts more people and consumers, I have also visited The Riverwalk , that seems to be a point of interest for most of the community and it's activities. 

We can't decide if we should spend twice the money to get something downtown, or if we should start a couple miles outside of downtown which is in the ghetto.

I live near there now and the downtown area is stretching this direction.

Specifically, I have a lead in downtown San Jose, the building has been vacant for a long time and it is zoned as a commercial for a nursing home and I would like to change it to a multi-family residential (3 plex).

Downtown is the hot bed but getting tougher to find deals.

What would the cap be for an A class property in downtown and/or surrounding areas?

Being inside the loop you would have some demand for folks working in downtown/galleria area.

Furthermore, our commute wouldn't be very manageable outside of anywhere other than the downtown area such as Dickson, Murfesboro etc.- Lastly, would anyone be able to offer a suggested price to rent ratio that we should be targeting when running numbers?
