They will take care of the master plumber's permit and work to disconnect and cap sewer and water lines as well as electrical panel removal and gas line disconnects. 

HUD will not pay to turn the utilities/water on for the home inspection so be prepared to pay for that up front.

Given the Coronavirus situation and the calls for rent control and all. that, I don't see how you can do anything but continue to educate yourself -- as many here have suggested -- and wait until you see blood in the water with the people who leveraged without sufficient reserves.

For the smoke, wash the walls and ceilings with TSP and warm water.
