Now that said a persuasive agent can move a seller to some extent.. but keep in mind its the buyers agent trying to sell the listing agent.. they are not talking directly to the seller.. and both the agents want the deals to go .. they don't want to work on listings that wont sell .. price just has to be what a seller will accept that's bottom line.

Amount of money in the escrow is locked in so any extras have to come either from home owner or from the bottom line of the contractor. 203k homeowners don't usually have spare cash (hence why they applied for this product in the first place) but very often want higher end finishes or some extras.

Fannie will actually back loans that are C5 or C6 (after C6 is teardown, C1 is new construction): "Properties with a Condition Rating of C6 are eligible for sale to Fannie Mae provided any deficiencies that impact the safety, soundness, or structural integrity of the property are repaired"As a consumer you would never know who those bottom feeder lenders are that would lend on a C5/6, since they have completely trash rates (better than non-qm and HML) and are slow (what would that commercial look like?
