I want to offer them a cash buyout, but I can’t figure out a next step.

That's why removal of affected items and deep cleaning of all surfaces is the first step and most critical.

The seller/investor, I imagine, could easily ask the other one when they meet & find out but this seems more of a hassle because its one more trip, one more step in the process.

I would appreciate a step by step processes especially if the property is out of the state I reside.
