It looks like Chicago works the same, I found an article specifically about Chicago tax assessment  from earlier this year where it has direct quotes from the tax and assessment officials saying that they won't raise it if you appeal.

In fact, the eviction attorney said that if I didn't pass, it could hurt my eviction case - so this worked out well (because usually they fail you for minor stuff, like tenant taking the batteries out of a smoke alarm).I am working with the handler and officially nothing else is required of me aside from tenant honoring my notice to quit and moving out.
