I want to buy the property on terms and demo, build a new house.I want to structure an owner finance deal with him where I either pay him interest only on the lot or no payments for 18 months (or until the new house completes and sells whichever is earlier).

We screen first, telling tenants that we don't accept smokers, we want a 670 credit score or more, that we want them to bring verifiable gross monthly income at least 3x the monthly rental to any showing we set up, etc.

Not allowing pets is a legal selection criteria, unless the person is requesting a service or ESA animal under fair housing, in which case, if they and you qualify, you'd have to permit.
