Open it up and run fans and dehumidifiers for about 8-12 weeks and you will start to get to the moisture content levels that allow you to start replacing insulation and closing walls.  

Should I lower them? 

I'm not sure whether to lower price or install a washer dryer or take other action to get it rented. 

C = lower middle class housing, more multi-family mixed in but decent places, some crime but low-level stuff nothing dangerous or violent.

I will say that if you are concerned about fees then ask a title company what the fees will be on a home at this level.

I think the confusion is on the definition of Custodian or the levels of a Custodian.
