In general, the area around the fairgrounds, the International District has a lot of multifamily, but it's a also a very challenging area for investors.

But, that doesn't make it bad policy or legislation.

Also, the state of formation is likely where internal disputes would be brought among LLC members, so if you and a partner and/or spouse live in CA, you probably want to arbitrate in CA if the two of you had a disagreement.

Do some digging around on the internal rate of return (IRR) of properties and you'll see some interesting results.Personally, I'll take a neutral cash flow property in a great long term market like Denver, over a cash flow positive market with not so great long term prospects. 

Cap Rates don't matter a wit when it comes to residential properties, other than as an internal metric for your own use.
