If the streets are city owned and maintained, that 's a big hurdle there, as few entities will take on street maintanance.The fewer amenities an hoa has, the better.

One loan could have a higher APR but a lower monthly payment (higher upfront costs that offset a lower interest rate) and another could have a lower APR but higher monthly payments (lower upfront costs that offset a higher interest rate).If the investor was looking to optimize for monthly payment, then APR is less important than interest rate.But, I would think that most investors would be more concerned with APR than interest rate, as that's the indicator of the overall cost of the loan...

This is only one small indicator of activity and in my opinion, not the most important.Here is what factors I deem important:Employment rates, vacancy rates now compared to last year, cost per unit or per sq. ft compared to one, two, and three years ago, population growth.Armed with the figures for each of these, you can make a more informed decision.

You don't get a 31% return (25/80) since that is just one year and you either have 20 years as indicated but it could well be for life and you don't know how long you're going to live (or do you?)

From the description the property appears to be in good shape now, if it is a private seller you may just be getting that great of a day, if the property has been marketed on the MLS then the value may not be increased as much as indicated.
