I could see you having an issue if the loan was higher, but 2% on a loan that's under $100,000 loan is fair.

I would say you are on the right track looking for cashflow in those neighborhoods, but beware that section 8 is fairly common there.

The issue is not greed, rather fairness and inflated prices. 

Second question - fair assumption that coop units cannot have tax liens?

A commercial broker should be able to give you this info fairly easily.

I’m really not bringing much to the table on this one, but I’d like to make sure whatever I get out of it (if anything) is fair for everyone involved.
