Your friend should reach out to their local courts or look through the website.

. - Build an online brand (Company name, logo, website, company email, etc)- Connect with someone who has experience and has closed multiple deals so you can leverage their track record when reaching out to brokers. 

Don't fall for the first pretty website/email/post with a promise of great "easy passive" returns.

No worries, I can pull mailing addresses off the county website, it will cost $2 per address, that is a much bigger financial commitment, and I am unsure if this is the right tack to follow.I'm not sure what my question is, but looking for some guidance from this who have done this before.

Unfortunately, their website says it won't be expanding to this area until late 2022 to early 2023.
