I would ask him to give you a concession or to have him place money into an escrow account that you can draw on if there is documented tenant damages, this would allow him to be reimbursed and you to be protected.

As @Josh C. said, a JV agreement might work, or a purchase agreement that states that Mike will get $300k at the closing of the sale to the end buyer, allowing Bob to renovate in the meantime and Mike agrees to list it and sell it after.

If you have solid property level NOI you'll be able to refi, but some banks don't like when you completely refi to and pull out extra cash on top of intial equity (some will obviously allow it).
