I am considering on buying this property if possible and was wondering if there are any creative ways of buying such as working with the city and/or police department to somehow get a discount or some loan from the city to do repairs and revitalize the area.

Some police departments do not share on the crime report websites so you have to go direct to the source.

Call and email their leasing department regarding one of their rentals. 

I would do some due diligence with the city planning and zoning departments to see that the other acres can in fact be used.
