I'm not defending the HOA but I'll bet the reason youre not getting services you normally are provided with is because there are a ton of owners either walking away, being foreclosed up etc who are just not paying dues.

Here is another idea: Pay with a credit card for the initial and if the roofer does not start, you can call the cc co. show the contract violation and have the charge reversed.

Tell them at least you made some of the payments, and now they have the house back to sell again.Your best bet would be to find a house the owner owns free and clear, and get them to do plain and simple owner financing.
