I think due to the low oil prices and the fact that many $Billions have already been slashed off of capital spending by the big players that we should start to see some much better deals come on the market later this year.

We go out, take a look at the project, and then provide an engagement letter showing our prices for preliminary (napkin-type) floor plans, lead tests, asbestos testing, survey, and any other preliminary items that need to be accomplished.This tends to run off the people who aren't serious or will be bad customers in the future. 

@William Behm my suggestion to you would be to engage services of knowledgeable CPA such as @Nathaniel Busch instead of DYI or trying to get answer on the forum.
