If other family members are really caring about you this doesn't really add up to me.As someone without a dog in the fight, I'm a big proponent of taking the long view and investing in your education. 

what does getting a dog have to do with paying rent on time?

if you do it’s probably not urgent to fix and while it’s a pain in the *** it’s pretty straightforward. you just need to get a price for it.

We've had issues with damage from dogs in the past and hadn't been allowing them recently.

Don’t borrow against your house where you live , losing a rental is one thing ,being thrown out on the street like a dog is another !
