It simply means that it's a legal use as a duplex because it was legal as that use prior to the zoning change that now makes is "non-conforming" (to the new zoning code).

I called the property manager and was able to get a copy of the contract(un-altered I would hope) and sure enough it says the lease ends the 25th of this month, instead of the last day of the month.
