Yes, appraisers must hold a license, there are courses on line, however, you will also need to work under an appraiser to advance to do fee appraisals.

Foreclosure, in my mind, was not an option because I didn't want to pay the price and also, the home has a 1st lien that is 50k more than the value of the home, so I didn't see how foreclosing from 2nd position would put me in a better place anyway.Also, I have not been able to reach the homeowner through my own means of internet research, letter campaign to her two addresses, or by sending out an agent to the home (which is vacant).

They are in a great area and I found them trough direct mailing (I could find no good deal trough agents/online/papers; if a property is on the market it is usually to late to get a good deal in my area).

There are plenty of online courses but, I recommend the GAMLS online course.https://www.georgiarealestateschool.com/courses/sa...They provide you with a in-class cram session you can take before you take your exam.
