The investor, who also has 5 other properties which have equity in them was unable to get a loan.

I know the house needs alot of work, so I was hoping to make a rehab budget and then develop a rehab cost number which I will use to develop a bid to see if I can get the house at a reduced price since it needs work.

You may think it's cheap but the locals are probably horrified with prices.

Amazing, and yet, they willy nilly cancel reservations when there aren't disasters and then they make you jump through hoops to prove there is one!
