Now, if everybody with a vacancy nearby is following that practice, then it is reasonable to assume that the tenant pool there is accustomed to that and should be prepared to come up with a bigger chunk of "move in money" - so the tenants who can't should be excluded by you anyway.

To be honest, if you don't have at least $20,000, you're likely not closing on much, not only in NJ, but any nearby state unless you're looking in really rural areas or areas that have higher crime rates and aren't going to generate much in rent.
