3) the back of the property leads to a cul de sac which could potentially be another entrance - option would possibly be building a duplex or fourplex which would be less costly - then sell it and make another and use the profit towards the apartment building and just build 1 because who has that kind of money.

The most important thing to consider would be that if you're using your HELOC for down payment / renovation costs and holding costs, then the refinance MUST get you all of your cash back to pay the HELOC back to 0.

So I ended up trying to wait the wholesaler out where he then came back to me asking me if I still wanted the property and I was able to gain more leverage and negotiate the price down to what I wanted that’s cutting his commission and closing the deal.

Thank you, David. it's a purchase. and yes, the bank did an appraisal, and the two units occupied (rent roll) were backed up with a market evaluation.Moreover, I have a high enough income on my W2 and my DTI will be 25%. my broker and I were super surprised and couldn't figure out the bank's decision.

I would go for the #2 scenario as the market is expected to pick up quite a bit this summer when rates should drop and more buyers that have been on the sidelines come back in and heat it back up.
