If you have a few rentals under your belt out of state and are familiar with how your team operates then I would dive into doing some value add deals as long as it's not down to the studs. 

I would recommend listening to the BP podcast, they cover several different topics/investment strategis and it would be a good tool for a new investor that's unsure how they want to invest.

Hello,  I'm new to Bigger pockets and would like to know your thoughts on buying homes for Section 8 rental properties.

Knowing the area, I think you should be north of $2,200.  

How are people structuring these deals?
