A good broker, other investors with experience, a good property manager who manages similar buildings...I agree with Joel regarding warm weather climates.

A creative marketing is must for all type of  business no matter weather it is small or big.

The other approach would be to sell it, but don't expect top dollar on the sale, this is a project to turn around.Not intending to sound harsh or make this personal, so please don't take it that way.  

Well maybe crash is too harsh.

that would bring in about $50,000 to $80,000 per year after expenses.Bit of a mess, but I keep going round and round and I have to make some harsh decisions very soon.This is an attempt at clarification of my situation to some more experienced heads out there.Many thanks for any advice, James.

It's only up from there or else I leave it in the bank (which is a horrible place right now BTW).And weather or not your a REI that believes real estate returns a better rate long term than the stock market, blah blah blah... if you haven't put your money in the stock market for the last year or so you have really been missing out.

Here in Charlotte, not only is the weather good but so is the real estate market.

I could have it rent ready in one weekend, then paint the outside when the weather warms up.

Now I know I kind of sound pretty harsh on that last post, but I expect you to make a pretty good living in real estate investing.
