However, after visiting the property, I noticed that on the ground by the clean-out was a 90 degree elbow joint and longer pipe that ran down the side of the house and terminated about 15' away.The clean-out is situated on the same wall as the kitchen sink and water would come out when the kitchen sink was running.

That should cover the cost of the new boiler, circulator, expansion tank, pressure reducing valve, necessary piping and labor for a complete install.

The reasoning is mobile homes are a higher risk for fire damage, wind damage, broken pipes and theft. 

I don't think you're not responsible nor liable for anything post closing.What if I put a house under contract "sold as is" and the day before closing someone broke in and stole all the copper pipes out of the property?

Vinyl siding can be installed directly over, and the remaining siding provides an additional R value in insulation.As for interior insulation, primarily around piping, I would consider having that remediate by a licensed asbestos abatement contractor.

I'd go over there with my table saw and a stud finder and my bucket of 3-inch deck screws and a length of 1 in. steel pipe and fix the problem.

Trying to look for deals and build relationship in multiple areas at the same time might not be the best strategy as it can be exhausting and you loose focus and keep bouncing one market to another.

Once I feel like I’ve exhausted my options there, then I’ll take to ikea or amazon.
