The management company says they don't have the upstairs landlord's info and can't get in touch with him/her, and they redirect everything to the HOA, so there is this circle of one party redirecting to another and no one is taking ownership of the situation.So how do these managers collect the HOA fees if they aren't able to contact anybody?
