Went with tile in kitchens and baths and just put in carpet in the rest.   

If the problem continues find a cleaner attended.

The first building that was built has granite counters in the kitchens and baths, some hardwood floors and some 18X18 travertine, upgraded carpets, upgraded cabinets with soft-close, etc. the second building had some granite and some high-end Formica.

@Andrew Li from what I could tell the houses needs paint, remove carpet but some hardwood in and then update kitchen and bathroom.

Biggest thing it needs is paint, new carpet, new doors, new windows.
