Get 5 single guys living in a house, no one cleans, no one takes care of the yard, no one wants to pay for watering the yard....they'll get foundation issues...they'll get to where the owners won't want to maintain or clean them up....and they'll sell at year 2000 prices.There were also issues with new builds, long waiting lists, not signing contracts, labor and supply constraints...and that backlog seems to have evaporated.....builders begging for business now. 

Rent includes water, parking, shared laundry, basement space, garage space, and shared small yard.

My attorney told me to throw them out and move on but I cannot keep it in the yard as I won't be able to rent with all the trash in the front and the city wont allow it too.

Talk to the PM about hiring a landscaping company and managing that aspect of it.Your tenant should have written instructions for cleaning the yard prior to each mowing, when the mowing will happen, and their responsibility to pay for damages if they don't clean up.

In my experience, if you just till the soil and seed over it, you'll end up spreading the weeds around and end up with a yard full of weeds and a little grass.

I would be asking him to take care of less critical tasks like sending reminders when rent is due,collecting rent, paying any required bills, visiting property along with me, doing simple yard work, advertising the properties when needed(got to think what else I can ask him to do).
